    topped the global rankings for the second year in a row. Canada edged out Germany as the second best,
    moving up from third position in 2022.

    The 2023 list was based on the results of a survey and analysis by the U.S. News & World Report;
    global marketing and communications services company WPP; and the Wharton School of the University
    of Pennsylvania.

    A September 6 media release by the partners explains that 87 countries were evaluated across

    The 2023 ranking notes Canada’s warm embrace of immigrants.

    “Canada’s expansive wilderness to the north plays a large role in Canadian identity, as does thecountry’s
    reputation of welcoming immigrants,” the report states.

    As well, “Canadians pride themselves in encouraging all of their citizens to honor their own cultures.
    In1971, Canada adopted a national policy of multiculturalism, which celebrates the country’s diversity.”

    Section 27 of the Canadian Charter of Rights and Freedoms of the Constitution Act of 1982 states: “This
    Charter shall be interpreted in a manner consistent with the preservation and enhancement of the
    multicultural heritage of Canadians.”

    The 2023 survey was administered from March 17 to June 12, 2023. It polled more than 17,000 people
    from 36 countries.

    The ranking and analysis project of U.S. News & World Report, WPP, and Wharton School is now on
    its eighth year.
